Try going into Settings of your browser and Clear history and cache.

If you're Rooted, you can remove the app

Minimise the open screens by pressing the symbol at the top right of the browser window and close everything. Then open browser again and hit menu then new window. Minimise again and close the about blank screen then close browser. Next time you open it will default to your normal home screen.

Hi, I am new to this forum, just joined this evening. I recently purchased a Galaxy note 2 and was searching for issues on the"about blank Page" in my browser which I must agree was very frustrating until I read your post. It made sense to me and was the most simple to try and WALLAH .... No more issue with it. In reading other people's post they were wondering if the issue was a bug in their update, not sure about that but my phone is brand new and I had this problem. I came to Samsung from 2 past Motorola phones and I am thrilled and love my phablet!! Iam one who tries a simple approach first and my gut feeling led me in the right direction, so anyone with this issue, try this. .. It worked!
    Thanks again. .

Clearing the history and cache really helps this kind of problem.
