i can not unlock my phone ,to be able to chang my apn i need help

How is it locked, at what stage or where on your phone?

If you are talking about a screen lock, and you have forgotten the code, then a Factory Reset from Recovery Mode will remove it.

If it is a network lock, then your network will provide the code, usually for a fee. Or you can use a mobile phone stall/shop, go online or unlock it yourself.
