    If you don't know then you can't have signed up when you got your phone.
    It is not required to have a samsung account, but if you have a look in settings > accounts and sync, you can see for yourself.

    If your phone is running open generic Samsung firmware you need a Samsung account to get OTA updates. On 4.04 you also have the option to back your phone up to your Samsung account and you can track and immobilise you phone on Samsung Dive through your Samsung account. It has it's benefits but not compulsory.

    The old user name would have been blocked so he's registered immediately with a new user name - I must say he is determined. If I was admin I'd block his IP too to stop him registering again.....
