Option is set as 'Off'.
Have really gone through all the options in the settings menu and cannot find anything that would help/change it.
I installed a couple of apps yesterday, granted 6 hours before 'the voice' started occuring, so will remove them and see if it helps.
Edit: Nope, uninstalling the apps didn't work![]()

Android Ice Cream Sandwich gets twice as fast thanks to Linaro, the future looks even brighter
There’s no arguing that Android could feel a little sluggish at times, especially when faced with less capable hardware. Even in its latest, Ice Cream Sandwich release, Google’s mobile OS feels like it could do with more code optimization. And that’s exactly what the Linaro team has done.
The indie developers created an optimized, faster and streamlined Android 4.0.4 build called Linaro, which performs up to 100 percent faster than the AOSP (stock) version. How they did it is hardly too interesting to anyone but programmers, but everyone will probably want to see final result of it all, measured via synthetic benchmarks.
The tests were conducted on identical boards, using the same amount of memory and the TI OMAP 4430 chipset (the one powering the Motorola RAZR) and the results speak for themselves. Check them out in the video below.
Sounds great, doesn’t it? And it’s about to get much better, as the CyanogenMod team has been considering implementing the changes in their ROMs. One particular dev couldn’t wait and just had to test it out himself. And the result? A CM9 Nightly with Linaro code in it runs beautifully on the Galaxy Nexus and user reports from early adopters have been extremely positive thus far.
Naturally, software optimization could only take Android so far, and Rosenkränzer acknowledges that and takes a glimpse into the future with Cortex A15 chips taking full advantage of the earlier optimization made on the current Cortex A9. So, Google, what are you waiting for? Hire those guys and make Android properly quick!

I'm finding exactly the same, it only seems to be a problem with Touchwiz launcher (which I kind of like this time around). I also got 'folder opened, folder closed'Irritating. I disabled the Samsung TTS app this morning which seemed to temporarily solve the problem, but it's back now

Not available OTA on Orange network, at least not for me and nor did it sort out the annoying voice problem....which I hasten to add since Rallye James mentioned the folder thing, I now know something more annoying about my phone![]()

Solved it....well my mate did actually![]()
The app causing the problem is LightFlow and apparently the problem gets a lot worse if you use Google Books. Since it needs access to the Accessibility options it will start to read out things/books automatically, even with Talkback option off.
Not really a problem for me since I do not use folders on the homescreen and rarely mess with the homescreen or number of.
Update: How to get rid of the speaking voice if using Lightflow:
Very simple solution. Go to Menu > Settings > Accessibility and turn the Lightflow option off. Lightflow will still work and you no longer have the annoying voice.
Edit: Don't forget to backup settings within app before uninstalling.
Also came across another way to view homepages quickly. On any homescreen hold down the white dot (above dock icons) and swipe back and forth. not saying it's new but still nifty. Works in the app draw too....I guess any screen that has the white dots.
