Hi and welcome.
To set your local weather you need GPS/location settings activated.
go to settings > Location and security and tick whichever boxes are best for you.
I have 'use wireless networks' + 'use GPS satellites'
PS If in UK and want a more accurate forecast go to Play Store (market) and search for MetOffice or go here on your computer and install:

EDIT: try restarting your phone if just activated the GPS
Are you running stock Gingerbread or ICS?
could there be any reason why you are not getting a GPS lock?
What about Google Maps - does that locate you??
Don't use the stock AccuWeather widget myself, but have now loaded it on my S2.
from Accuweather box (with sun and clouds, but otherwise blank)
1. Tap box
2. Another box pops up titled 'Current location'
You are asked 'Use current location?'
3. Select Yes
4. If you get 'Location error' Turn GPS on select OK
5. easiest way to do this is drag down screen and select GPS from bar.
6. You now have a search box underneath which is 'Current location'
7. select as in 2.
8. Your GPS logo should now flash at top of screen and now be presented with your current location.
9. Select the location given and should appear on Home screen.
If this does not happen then your GPS is not finding your location.
Assuming it is turned on, this could either be a fault with GPS or your location is not allowing a GPS lock to occur - perhaps inside a building.
I had same issue, here in the USA.
