You need to be more descriptive with your problem:
is this a recent problem?
Have you installed any apps recently that could've caused this?
Have you been messing with the firmware on the phone?
Have you dropped the phone recently?
Have you unlocked your phone from a network carrier?
What model phone do you have?
You can see what I'm hinting at here, similar to posting "my phone doesn't work...help!"
Nah havnt change anything still stock samsung s2 1900 all it is wen phone run out of battery and i put it on charge wen its off ill turn it back on and theres no service at all, circle with a line through it, i have to turn off take sim card out,turn back on a take it off aeroplane mode!
Hmmmm? Could be the connection between the simcard and phone but am sure you would have more network problems on a random basis.
I would take a guess that the problem is a software issue. My immediate thought would be to factory reset the phone to see if that resolves the problem.

Uk! How to factory reset? will it void warranty or anything just incase i have to send it back!
A Factory Reset (FR) will not void any warranty. An FR will reset your phone to the same state as it left the factory, with no user details, apps, accounts etc.
Backup your contacts and make a list of apps that you have installed. Also make note of any social/email accounts you have added.
To carry out a factory reset I prefer the following method:
Turn off phone, once off....
Press and hold in sequence: The Vol+ button, the home button and then power button, keep all held down until you are taken to the recovery menu. From there you should be able to carry out an FR
You can also carry out an FR by using the following from the phone menu:
Menu > Settings > Privacy > Factory Reset
