Unlocked Phone's data packet not working despite correct APN

I have problems connecting my Samsung Galaxy SII LTE to the Internet using Data Packet.
I have gone through my carrier's instructions for APN and I am sure I have done everything right.

This phone was originally for Rogers but I unlocked it for use with Fido (my carrier). Did I miss anything? Is there another level of locking that prevents the phone from using Data Pack the proper way?

Now getting the lock information on my phone using *#7465625# renders the following:
    Network Lock
    Network Subset Lock
    SP Lock
    CP Lock

Does any cause this problem I am facing?

I presume since the phone is unlocked and I was able to use my sim card and make calls that the phone is working perfectly. Now, I am not sure.

Does your new carrier use the same Network frequency's as the Network you have just left.

Rogers run on 850/1900 MHz and Fido runs on 1900 MHz.
Fido is basically a subsidiary of Rogers

When you do *#7465625# and get the following:
    Network Lock
    Network Subset Lock
    SP Lock
    CP Lock

Does it say[OFF] below each one, if it doesn't it's not unlocked.

Even though you have the APN correctly set up, do you actually have Data Packets enabled?

Menu > Settings > Wireless & Network > Mobile Networks > Use Packet Data

Might be obvious, but easy to miss.

It does not say [OFF] below any of them. In order to have Packet Data working, do all of them have to be unlocked?

Not to sure about that but looking at my phone, it does say [OFF] below each one. What happens if you put the Rogers sim in? does packet data then work.

How did you unlock it, did you use one of the apps from the market? if you did, I'm fairly certain that they don't work on Gingerbread.

Thank you Richard for your answer. I used cellunlocker.net

I am with Fido. I will try inserting Rogers sim and see if I get data connection. I will see if any of my colleagues has one.

I think it differs from a system to another. The funny thing is when I push the numbers *#7465625#, the screen I get is called Personalizatiob Status with a clear typo. A simple search rendered others that came across same problem

Personalizatiob Status, this is the screen that tells you if the locks are ON or OFF.
