    If you're using Launcher Pro as a launcher you can long-press the icon and change them that way. As for the homescreen shortcuts you use an App called Desktop Visualizer.

    what Goots said for the dock icons.
    The dock background itself can also be changed using launcher pro under
    Preferences-->appearance settings-->dock background
