After it says "Starting download", will it end with "Download unsuccessful" or just keep staying as "Starting download"?

You can't turn it off.

I can't answer for Netcounter since I never used it, but if it's giving you inaccurate info, then you could try 3G watchdog, works good for me up till now.

I personally use MSN Talk and it loads way faster than Nimbuzz/Fring for me.
