Have you tried pressing the icon to see what happens?

I get this when I follow a link off flipboard onto the net. I am guessing its a "Redirected" notification.....

i gives me a simplyfied version of the webpage when pressing the symbol

My guess is that it's some sort of reading aid maybe, check the accessibilty options under settings on your phone and also the browser's settings.
